	    Bill of Rights: General Aspects According to the Puerto Rico Electoral
	    Law 
	    Section 2.001- Rights and prerogatives of electors 
	     
	    In order to guarantee the free exercise of the electoral franchise,
	    as well as to achieve the clearest expression of the people's will, we declare
	    as valid and necessary the following rights and prerogatives:
	     
	      
		
		The administration of the Commonwealth's electoral bodies within a
		framework of strict fairness, integrity and justice.
		 
	      
		
		The guarantee of each person's right to an equal, free, direct and
		secret vote.
		 
	      
		
		The citizens' right to the straight, split and independent vote, under
		equal conditions in each case.
		 
	      
		
		The elector's right to participate in the registration of parties and
		the registration of independent candidacies.
		 
	      
		
		The right of affiliated electors to participate in the adoption of
		bylaws and programmatic bases of their respective political parties, as well
		as in the election processes of their candidacies.
		 
	      
		
		The right of every affiliated elector to dissent regarding the affairs
		of his respective political party which are not programmatic or regulatory
		in nature.
		 
	      
		
		The right of every affiliated elector to due process of law in every
		internal disciplinary procedure, as well as in the deliberative and
		decision-making processes of his party.
		 
	      
		
		The right of the affiliated elector who aspires to a candidacy, to
		request primaries of his party, and that the same be held pursuant to the
		guarantees, rights and procedures established in this subtitle.
		 
	      
		
		The right of the affiliated elector to receive information with regard
		to the party's use of its funds.
		 
	      
		
		The right to cast his vote freely, and to have it counted and awarded
		in the way it is cast by the elector.
		 
	      
		
		The prevalence of the citizen's voting rights over the rights and
		prerogatives of all the political parties and groups.
	     
	    Electoral Identification CardSection 2.011
 
	      
	      
		
		Every photograph or negative taken to complete a registration application
		shall be deemed a private document, and its use by any Court of Justice shall
		be authorized only for the purpose of some procedure arising as a result
		of the commission of an electoral offense.
		 
	      
		
		Every photograph or negative may only be used by the Commonwealth
		Commission to implement the provisions of this subtitle or its regulations,
		relative to the elector's identification.
		 
	      
		
		Except in the above cases, the Commission shall not show the elector's
		photograph or negatives in the files to any person unrelated to the electoral
		bodies.
		 
	      
		
		It is expressly forbidden to require the presentation of the elector's
		identification card for any public or private purpose which is not of
		an electoral nature. The use of the identification card, when voluntarily
		shown by the voter, is hereby authorized.
